(2)"},"content":{"rendered":"<table>\n<tbody>\n<tr>\n<td>\n<table>\n<tbody>\n<tr>\n<td>\n<table>\n<tbody>\n<tr>\n<td>\n<p>NO! is one of the most empowering protective factors in the toolkit of well-being.&nbsp; We aggressively \u2013 and rightly so \u2013 promote campaigns that are unashamedly protective and at the centre of these messages is always a prohibition \u2013 a \u2018NO.\u2019<\/p>\n<ul>\n<li>We say&nbsp;NO&nbsp;to violence against women and children&nbsp;<\/li>\n<li>We say&nbsp;NO&nbsp;to Bullying and abuse<\/li>\n<li>We say&nbsp;NO&nbsp;to an \u2018acceptable\u2019 road toll through the ZERO campaign<\/li>\n<li>We say&nbsp;NO&nbsp;to Tobacco through the QUIT Campaign&nbsp;<\/li>\n<li>We say&nbsp;NO&nbsp;to Crime, to Littering, to Neglect to various abuses and so on\u2026.<\/li>\n<li>We say&nbsp;NO&nbsp;to things that harm, hurt, diminish and\/or take from our children, families, and communities.<\/li>\n<\/ul>\n<p>But there seems to be one exception that is trumpeted from a small but increasingly influential group.<\/p>\n<p>The pro-drug protagonists in our culture continue to wage a&nbsp;War FOR Drugs, and a key tool in their kit is that you, \u2018<a href=\"https:\/\/www.youtube.com\/watch?v=NHAtCJ4JJ8w&amp;list=PLTMqlfT-1C1xvAeRgErKjlKD_4sKi9k0R&amp;index=7\" target=\"_blank\" rel=\"noopener\">CAN\u2019T SAY NO TO DRUGS!\u2019<\/a><\/p>\n<p>Why? Because they say, \u201cit\u2019s a ridiculous expectation on a \u2018freedom\u2019 focused culture!\u201d&nbsp;or the other fallacious meme&nbsp;\u201cKids are rebellious, they\u2019re always going to try stuff, and saying NO, is just pointless.\u201d<\/p>\n<p>All behaviour is learned, and the above toxic postures are not protective. All they are doing is teaching a generation to self-harm, not self-actualize.<\/p>\n<p>What an individual says \u2018NO\u2019 to is one of the most profound indicators of what they value.&nbsp;<\/p>\n<p>It is not a prohibition posture; it is a protective one. As \u2018fences\u2019 can be used at times to keep things in or out \u2013 as if \u2018restrictive\u2019,&nbsp; most often&nbsp;<a href=\"https:\/\/www.dalgarnoinstitute.org.au\/wp_site\/the-fence-or-the-ambulance\/\" target=\"_blank\" rel=\"noopener\">fences are used to&nbsp;\u2018keep people from\u2019&nbsp;danger.<\/a><\/p>\n<p>A person\u2019s&nbsp;NO&nbsp;does not just point at what they put down, but more, it directs us to what they want to pick up instead.&nbsp;<\/p>\n<p>The formative years of both Brain and Body development from birth to around 28 years of age, are the time when protective factors are most needed, not denied.<\/p>\n<p>What is concerning is that this&nbsp;War FOR Drugs&nbsp;\u2013 this&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=JMnBL8cIfDg&amp;list=PLTMqlfT-1C1xvAeRgErKjlKD_4sKi9k0R&amp;index=5\" target=\"_blank\" rel=\"noopener\">\u2018You Can\u2019t Say NO to Drugs\u2019<\/a>&nbsp;ridicule \u2013 means that the developing person has only two choices left; to say&nbsp;\u2018Yes\u2019&nbsp;or&nbsp;\u2018Maybe\u2019&nbsp;to drug use. From this now manipulated place of being disempowered to walk away from substance use, we create a likelihood of engagement. What is most disturbing about this,&nbsp;<a href=\"https:\/\/www.dalgarnoinstitute.org.au\/wp_site\/ripple-effect-chem-sex-violence-road-toll-and-the-growing-failure-of-misused-drug-policy-reducing-or-increasing-harms\/\" target=\"_blank\" rel=\"noopener\">is that it is the use of substances that contributes to, or exacerbates, almost all the things we are trying to say NO to in our culture<\/a><\/p>\n<p>On this&nbsp;World Day Against Drugs, let us focus on empowering, enabling, and equipping our children and their families to enact the protective power of NO!<\/p>\n<p><\/p>\n<p style=\"text-align: center;\"><strong>Click Image for Video<\/strong><\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\" size-full wp-image-3273\" src=\"https:\/\/www.dalgarnoinstitute.org.au\/wp_site\/wp-content\/uploads\/2022\/06\/first1.jpg\" alt=\"first1\" width=\"350\" height=\"218\" style=\"display: block; margin-left: auto; margin-right: auto;\" srcset=\"https:\/\/www.dalgarnoinstitute.org.au\/wp_site\/wp-content\/uploads\/2022\/06\/first1.jpg 350w, https:\/\/www.dalgarnoinstitute.org.au\/wp_site\/wp-content\/uploads\/2022\/06\/first1-300x187.jpg 300w\" sizes=\"(max-width: 350px) 100vw, 350px\" \/><\/p>\n<h2>The&nbsp;not so&nbsp;\u2018clueless\u2019 Nancy Regan!<\/h2>\n<p>The mocking line of&nbsp;\u201cyou can\u2019t just say \u2018NO\u2019 to drugs!\u201d&nbsp;was an attempt to malign First Lady Nancy Reagan\u2019s Anti-drug programs when in office. However, the facts, not the pejorative meme, tell a different story\u2026<\/p>\n<p><em>When the Reagans moved into the White House on Jan. 20, 1981, drug use, particularly among teenagers, was hovering near the highest rates ever&nbsp;<a href=\"http:\/\/monitoringthefuture.org\/pubs\/monographs\/vol1_2000.pdf?mc_cid=bd8ac09b04&amp;mc_eid=UNIQID\" target=\"_blank\" rel=\"noopener\">measured<\/a>.&nbsp;<\/em><em>Of that year\u2019s graduating class, 65 % had used drugs in their lifetimes and a remarkable 37 % were regular drug users.&nbsp;Eight years later, when the Reagans left Washington, only 19.7 % of 1989\u2019s graduating class were regular drug&nbsp;users, a 47 % reduction. &nbsp;<\/em><em>And the trend that began under their leadership persisted until it reached an all-time low of 14.4 % in 1992, 61 % lower than 1981.<\/p>\n<p>While it is too simplistic to credit Nancy Reagan alone with this downturn, it is impossible to ignore her leadership and the massive &nbsp;shift she led against the drug culture. Her off the-cuff response to a young Oakland girl who asked her what to do if confronted with drugs &nbsp;became a clarion call:&nbsp;<a href=\"http:\/\/dailysignal.com\/2016\/03\/11\/nancy-reagans-just-say-no-campaign-helped-halve-number-of-teens-on-drugs\/?mc_cid=bd8ac09b04&amp;mc_eid=UNIQID\" target=\"_blank\" rel=\"noopener\">\u201cJust say no.\u201d<\/a><\/em><\/p>\n<p>But this powerful&nbsp;protective&nbsp;option in best-health and well-being practice is being aggressively eroded by small but vociferous pro-drug actors in the public square. Actors who are being aided and abetted, not so much by \u2018pushers\u2019, but more disturbingly,&nbsp;<a href=\"https:\/\/bulletin.penington.org.au\/issues\/june-2022\/drugs-and-the-2022-federal-election\/?utm_source=The+Bulletin&amp;utm_campaign=57e6e1e9a4-EMAIL_CAMPAIGN_2020_11_20_12_33_COPY_01&amp;utm_medium=email&amp;utm_term=0_03aa3f2494-57e6e1e9a4-206848745&amp;goal=0_03aa3f2494-57e6e1e9a4-206848745&amp;mc_cid=57e6e1e9a4&amp;mc_eid=70b97f3c73&amp;mc_cid=bd8ac09b04&amp;mc_eid=UNIQID\" target=\"_blank\" rel=\"noopener\">promotors in the political and policy<\/a>&nbsp;making space.<\/p>\n<p>The capacity to exercise&nbsp;NO&nbsp;particularly in the incredibly self-harming drug use space should be&nbsp;<a href=\"https:\/\/www.dalgarnoinstitute.org.au\/wp_site\/wp-content\/uploads\/2019\/10\/DrugPolicy_BuildingorDemolishingReslience_2020.pdf\" target=\"_blank\" rel=\"noopener\">bolstered not diminished<\/a>.
