‘Dalgarno Institute is primarily a drug prevention educational and research organisation focusing on evidenced based best practice through early intervention. This submission begins with exploring a hypothetical situation that serves to draw out the many real-life challenges affecting illicit drug use comparing this to other high-risk criminal behaviours as well as harsher approaches to far less damaging substances. The intersections and complexities between all these are contrasted and compared with discussion on various criminal, health and safety policies and laws, and what overriding principles can assist to unite them.’
